The Necessary Hour is the book that concludes Michael Pryor’s Magical Law series and it brings a good series to a fitting and satisfying ending. I wouldn’t bother recapitulating the general premise as you’ll want to read the previous books (or it should be Pryor) first so you can test the settings etc. in my previous reviews. Suffice it to say that it is set in an alternate Edwardian period moving towards and ultimately to their version of World War I involving both technology and magic.
